I understand this decision. Guides was developed on a very different model than scouting and frequently chews in terms of the real educational value offered. Scouts on the other hand was paramilitary survivalist and support/safety training and pretty crazy outdoors adventures. Scouting often has deeper resources, greater volunteer and community support and guiding has collapsed in some communities leaving nothing for girls. The Army which is ostensibly the apex Scouting achievement (Baden Powell) has men and women. Scouting held on to an anachronism. This is one case where this lover of all male spaces thinks the change makes sense.
