It's become quite evident his intention was to use OF as a means to mislead and cash-grab which has seemingly backfired because the majority of his first month subscribers think with their actual brain and not their dicks and have called him out over it.
He's since deleted the TikTok video he posted a day or 2 ago promoting it because it had so many comments from people saying it's a scam and to not waste their money

He acknowledged hardly anyone was buying his PPV and the feedback he got from that resulted in reduced prices across his sub & PPV but even then it's still not worth the subscription price.
My tip would be to wait till there's confirmation (if ever) that he's putting out decent content as it's currently only PPV underwear photo's and videos. You'll then be able to make up your own mind
