Formally that is the definition and it can be used in that way. That is the sense that was often given to sodomy laws.

Colloquially, in contemporary discourse I generally find it to be referring specifically to a man anally penetrating another man. I've seen this discussion before where someone objects that not all homo/bi men are interested in anal sex, and the response doesn't tend to be "well, what I had in mind includes oral to", but rather simply disbelief that the non-anal MSM group is statistically significant.
