I highly doubt there's anything (reliable) out there like that. Research into anything with the words "sex" or "penis" runs into serious funding problems in many parts of the world (the US no less so than most places - though I expect it's gotten a wee bit better since Bush left office) unless it has to do with ED (in which case there's lots of money to be made, and lots of boners to be made for the rich, old, impotent men who normally try to stall research into human sexuality). That leaves anecdotal evidence and spotty research by condom companies.
One further problem: Research into penis size relies on a variety of different - pardon the pun - measures, from self-report (which is plainly unreliable) to nurses stretching your junk out on a ruler. So if you were compiling all the research out there to make an interactive, world-wide map, you'd end up using measurements that might not be reliable and/or reliably comparable.
