Medically speaking, there is no established relationship between the size of any other appendage (feet, nose, hands, legs, arms) and penis size that has ever been validated in medical literature that I can find. I have been looking for such a validation study for years, but one has never made it through the gauntlet of a medical/scientific editorial board. There are studies which reputed to have made such a finding, but they were quickly debunked with respect to methods, etc.
Sorry to burst the bubble.
This was the only published study I found that had a correlation between shoes size and penis length. They used flaccid stretched length of 63 men.
* Siminoski K, Bain J. The relationships among height, penile length, and foot size. Ann Sex Res 1993; 6 : 231--5
Abstract: To determine whether "folk myths" regarding the relationships of penile size to body height and foot size have any basis in fact, 63 normally virilized men were studied. Height and stretched penile length were measured; shoe size was recorded and converted to foot length. Penile length was found to be statistically related to both body height and foot length, but with weak correlation coefficients. Height and foot size would not serve as practical estimators of penis length.

This one reported no correlation with 104 men using stretched length.
* Shah J, Christopher N. Can shoe size predict penile length? BJU International 2002; 90 : 586--587
There was no statistically significant correlation between shoe size and stretched penile length.
Conclusion: The supposed association of penile length and shoe size has no scientific basis.

While not published in a journal,
The Definitive Penis Size Survey does not report a significant correlation between shoe size and penis length, but... "With the exception of shoe size, there exists a significant but weak correlation for each of the body parts studied." They do report a strong relationship between erect penis length and height.
