Well In my one experience of a below average penis it was rock hard, and probably other larger ones havn`t been quite so hard. Then again there is a lot more you can do with a decent size semi erect than a small semi erect.

I imagine it has something to do with circulation.

Larger dicks require more blood pumping through them to maximize rigidity... Small ones need less.
