That's false DJG.

I know I started PE about 7-8 yrs ago and did it on a casual schedule of 3x a week and the gains I made I kept. When I was satisfied I just stopped completely for about 4 yrs and didn't loose anything (maybe lost 1/16" in length) but besides that it stayed. I started back up just because I wanted more girth but the length stayed where it was pretty much.

Stretching alone you can gain some but it will take sometime and it might be just flaccid gain for a while. I have always done other things with stretching to make gains.
