You can, should you choose, to frame it that way. However my point is he's no outsider and is stocking government as a typical Republican president and embracing typical Republican policies of militarism while starving programs to help the non-1%.
My point is that he never promised otherwise.

.
Oh but he did. He screamed constantly that Washington was corrupt, full of bad players, he was going to drain the swamp
.

Instead he filled the swamp and is expanding it to accommodate all the new crooks and liars.

As you pave the way for the 1% who better than the 1% to run the agency that gets in the way?

Lifting the Veil on Another Batch of Shadowy Trump Appointees

The administration continues to quietly hire political staffers — more than 1,000 so far, many of them regulating industries they previously worked for — but we’ve uncovered more identities. “The swamp continues,” says a Trump campaign official who is now a lobbyist.

There was supposed to be a rebellion against the "old firm" - the big businesses and the old school.
But look at it, without doubt the combined wealth of Trumps inner circle is immense, their business undertakings vast and their influence on making money huge - especially if its for them.
Trump and his family have no idea what feeding a family means, putting clothes on backs and scraping up enough cash to get by day by day - his interest is purely the middle classes and upwards, those who don't struggle, those who want to make more at the expense of others.

All one massive con from a lifetime of cons though so late in his career he has pulled off the biggest con ever for the tens of millions that voted for him thinking he was anti-Wall Street and yet Wall Street highs happen almost daily since it's become very clear he's in their court. Like fools his voters should feel but stuck to watching Fox they remain unconscious and unaware they've been had yet again by the Republican Party. Coal is not coming back, Mexico is paying for no wall, NAFTA remains intact, NATO remains intact, there will be no big infrastructure projects to "Make America Great Again", no health insurance won't be better and cheaper just all lies.

For the past year, he’s done pretty much everything conservatives could have wanted,” said Matt Schlapp, chairman of the American Conservative Union. “In the past, Republican presidents have done conservative things to appeal to the base and then done not-so-conservative things to try to broaden their appeal. They’ve kind of ping-ponged. Trump has really doubled down.”

The pattern has become so pronounced that even some of Trump’s Republican critics acknowledge that — beyond the inflammatory tweetstorms, name-calling and other antics — he is pushing an agenda friendly to their interests and has not aggressively pursued anti-trade moves and other actions that would alarm them.

Once a populist, Trump governs like a conservative Republican

But but wasn’t he for the regular common folk and not the billionaires? Instead the billionaires are all upset and in a panic over Elizabeth and Bernie.

The political and economic power wielded by the approximately 750 wealthiest people in America has become a sudden flash point in the 2020 presidential election, as the nation’s billionaires push back with increasing ferocity against calls by liberal politicians to vastly reduce their fortunes and clout.

America’s billionaires take center stage in national politics, colliding with populist Democrats
