I highly doubt there is any correlation between penis size and any other body part. But there are lots of guys on here to support that thesis better than me.

what you should be measuring is ring/index finger ratio, because ratio is not correlated to height.

i strongly believe there is stochastic correlation between ring/index finger ration and penis size. that means if a POPULATION has bigger ratio on average, they will have bigger penis size on average.
testosterone makes ring finger longer relative to index, and testosterone is main hormone that influences penis size.
