...In Canada a vote would have to be unanimous from every province...
Just to clarify, our Constitution Act (1982) requires a resolution passed by the Parliament of Canada (the Senate cannot block such a resolution if the House passes it again) and the legislatures of all the provinces to amend the constitution of Canada in regards to "the office of the Queen, the Governor General or the Lieutenant Governor of a province". No provision for referenda, and a simple majority vote in each legislative chamber suffices.
