One plan required 80,000 additional troops, one required 40,000, and the last required only 10,000 but was deemed "high risk". They were all plans, however, which were deemed appropriate by General McChrystal. Obama, did not choose the high risk plan, and did not choose the plan which placed the most US investment into Afghanistan.
