Looking for help

I'm having issues with a fat pad that is developing on my lower abdomen. Despite diet and exercise changes, it will not go away. It is causing penile retraction and making what little I have even smaller. I've spoken with my urologist about this. He says I need a urologist that specializes in plastic surgery and the only one he knows of is in Texas. I live in Northern West Virginia. I can't justify traveling that far. Does anyone know of said surgeons in maybe Pennsylvania, Ohio, Maryland, virginia or kentucky? I might even be able to do north Carolina. Any suggestions would be greatly appreciated.
