Yes. But someone reasonably skilled at this kind of forgery could also forge an ID card.

FWIW, I fell for this scam (I often sub to OF accounts for folks who appear on Grindr in my area). I reported it to OF and received a refund, as well as notice that OF's compliance department is investigating the account. The @cowboicolton IG account should be mass-reported, too.
