Looser skin behind head?

Hi guys,

So I've been on and off doing exercises, but because I've got an anniversary coming up (well, six months but still) , I thought I'd make an effort and try and get something of a gain by then.

This is probably the longest I've kept it up so far (I'm starting on the beginner's guide again - JP's 90 Day Beginner Routine), but a problem that is potentially going to make it stop is occurring. I'm circumcised, and the skin just below the head seems to be becoming a lot more loose, almost 'hanging', comparing to the rest of it. There is a lot more of it than there was two weeks ago. I don't know if it's because of the stretching technique, or the jelqing. I do warm up and warm down for quite a while.

I've tried to find out if there is any way to lessen this, but most of the posts I've seen are from people who like this occuring, so I can't seem to find anything about reducing the effect.
Personally, I like the smoother look of my flaccid and erect state, so like I said, it is possibly going to make me stop.

Is there any tips or techniques you guys know of that could help me out?
