I'd say half and half, overall.
But it does depend on circumstances.
It is less likely when one or other of the people in this particular rendezvous is also in a ( more or less ) committed relationship with someone else.
So, for example, if you went to a cruising grounds and hooked up with someone who was married to a woman, he'd be less likely to want ( or allow ) kissing.
But it can be true of anyone. People should
(a) do what they want ...
(b) accept that there may be consequences of doing what they want ...
(c) not judge others, and not always think other people's decisions are "directed at" them ...
(d) be prepared to change, and enjoy flexibility and personal development across time ...
