I'm at 12% bodyfat and less than 1/4" fatpad ( 0.5cm max )
If your fat is located there and you've a BMI lower than 25 (not overweight) then only surgery can help. Weight loss will then hardly result in decreasing the fatpad.

The only photo we have of him likely close to his max size is that one where he compares to his forearm while wincing. If you compare it to his arm length and hand length in that photo, there's no way it's anything over 9". But if you want to delude yourself and believe what you hear because "it was on a TV program so it must be true" I can't control that.
