It's a real condition but if he had one penis on top of the other like that then the one underneath is usually much smallerthan the top one and occasionally unable to function. There's also cases where the penises are side by side and they are usually the same size and both functional.

The person often has extra testicles too although that can vary between entire fully formed but sacks with two functioning testicles to just one non functional testicle inside the normal sack.
 
It's a congenital developmental disorder (i.e. present at birth). It's extremely rare, and it's usually accompanied by other, often equally significant, developmental disorders as well.

It certainly is not a trait that will spread to the general population since it is extremely rare but almost always results in infertility (and who knows, maybe the few women claiming that they were impregnated by a diphallic man were impregnated by someone else.)
The two penises are usually side-by-side, so one atop the other is very very rare. One penis is almost always a lot smaller than the other, which is a blessing really. I know if I had two dicks I'd definitely love an extra skinny one for anal, or just a tiny extra to DP a vagina with after we're both worked up.
Diphallia (without the unpleasant things that go with it) is usually my answer to the question 'if you could have any superpower, which would you choose?'

Saw an article in Playgirl, years ago. As previously mentioned, it's not 2 normal size or normal appearing penises. Kind of deformed looking. The man they featured, though I can't recall what nationality he was, was dressed in like jungle tribe apparel. His penises were positioned side by side, but grew outward and then back towards each other. Imagine like a heart or somewhat of a circular shape. It looked like he would have a very difficult time with intercourse. It wasn't at all attractive.

I would be willing to bet that the ones that you see in porn are primarily, if not totally all fake.

The public hair that looks like badly colored cotton balls might be a clue to how real it is. There is no doubt that it happens, but this are pretty obvious fakes. That being said, I'm not sure I would pass up such a thing if I ever encountered it.... pure research and curiosity you know...
