I think it does too, but I don't think there's quite as much range when dealing with hand width though, especially in adult males (maybe someone here knows the figures). With females (porn midgets specifically) it's probably all over the map. It tends to pull everything forward with it (skin/pubes around the base) and usually buries part of your shaft making it look shorter. Pushing down on it has an opposite effect.
