Kinda wanna know if I've overstepped a boundary.

You weren't inappropriate. If it's a sexual massage and you don't want it, just simply say "not that" when he starts anything intimate. If he still tries, that's reason to get off the table and leave. If he agrees, maybe tell him you'll pay him for the massage, but only after he's "off the clock" will you do anything else.

This is exactly what I did - and he said I was inappropriate.

If you’re paying for a massage and he offers to give you a happy ending but doesn’t say it’s extra then take it.

Not appropriate for him to do that, especially if you said no. Especially if he’s not advertising or promoting his service as massage with sexual activity included. I think he overstepped. If he’s offering sex work then it should be clear.
