Is this his first public statement that he is gay? I know he’s not exactly hidden it with his previous relationship, but I don’t think he’s ever publicly said he’s gay until now.

More or less yeah. He was out to only family/friends prior as far as I can tell.
That makes sense, when he was 19 Parenthood still had a few years left... He probably didn't want to rock the boat too much, career-wise...
