You don't knock out enemy satellites or ICBMs that can get past the air defense missiles, by just having technical expertise and exploring.
The Armed Forces, DoD and the services writ large are in the business of killing people and breaking shit, that tries to fuck with us when the diplomatic branch of government fails.
Eventually if you want to create "space force" that is where the military will take it, otherwise they will say "not out of my budget".
That is the reality of the bureaucracy within the democracy.

It would take a bunch of guys with no experience whatsoever in rocketry. To launch into low orbit a missile carrying 1000 aluminium ball bearings.
Once you launch 1000 ball bearings into earth orbit it would wipe out low orbit satellites, the debris of which would spread outward taking out outer earth satellites.
It would render launching any further explorations off planet for at least 200 years because of debris.
NASA can only track debris which is larger than a baseball....yet a fleck of paint travelling at 200 thousand klicks per hour.... can crack a space..(was going to say ..wind shield..
