Very, very, very first thing you do is get a modeling stylist. Go shopping with the stylist. Go with the stylist and the clothes and makeup to a professional model photographer who does portfolios.

You then model a series of looks for which the stylist and the photographer believe you are appropriate. The photographer takes a lot of photographs.

Then you go schlep your face anywhere it can be seen. Send headshots to modeling agencies.

Local modeling agencies are far easier to get into than national/international ones. Working for them, while impossible to make a living at it, will give you exposure and at least something other than headshots to put in your portfolio. Expect to see your face in local TV commercials, store fliers, and occasional fashion shows.

Be sure you have a personal trainer, stylist, lawyer, and model/acting coach. Take acting lessons, be conscious of how you look even when not working, and I'd even suggest taking some etiquette/charm lessons so you are poised in every situation.

When you have a portfolio of the widest range of work you can get, then go sell yourself to the big agencies. If you have a solid portfolio, great look, charm, and prove yourself as a professional others can work with, you'll be millions of miles ahead of all the star-crossed wannabes who don't know their ass from their elbow and end-up in the rejection pile.

Oh and never, ever, ever, burn a bridge in that business. NEVER. The real professional modeling world is actually pretty small and word gets around very quickly and there will always be about 10,000 guys gunning for your job. Never give anyone a reason to choose one of them over you. Don't think of angering a photographer or fellow model, don't even piss off the caterer. Even off the job, people will be listening.
