I am very happy to be corrected on this point, but the way the low light image is braking down into moving squares seems to suggest this was recorded on a digital camcorder which was not available in the 80s.
Or a tape that's been digitally encoded. Squaring also occurs because of low-bitrate FLV video.
So what you said doesn't actually prove anything either way, I'm afraid.
Secondly, I doubt the uploader is being honest in his description. If it was filmed across the street, through an open window you would NOT see anywhere near the level of detail that you do. I've got a 1080p digital model and whilst its zoom is pretty good, (10x optical), it would look like utter balls If I was filming something going on across a wide American city street, ESPECIALLY in such low light. there's not enough information either way to prove a hoax or a genuine tape, but in my experience, If there's a video claiming to show anything that size that is THAT blurry and hard to make out the perspective of, it's generally fake. At one point I even saw people claiming that that ridiculous "texan longhorn" video was genuine, again, due to low video quality and bad focus.
