Steroids shrink balls not dicks but the overall effect is still a smaller bulge so you are right just in the wrong area. It is due to the body reducing natural testosterone production while on a steroid cycle.
As mentioned earlier in this thread there are ways of preventing this but not all bodybuilders are bothered about their ball size just their gun size.

Of course they look small... you're comparing the size of their package to the size of their bodies. They have quads that are bigger than normal men so of course that will make things loom smaller when in fact, they are sporting regular to big sized cocks. .
