If that was indeed the case then me being 6'5", I should have a 8"+ cock...really!!! Now this isn't concrete, but from what I've heard, in general, guys that are short and slim 5'6"-6'1" usually pack moreso than other guys. And taller guys 6'1"+ in general have smaller than expected cocks. But just like anything else...hand size, shoe size, how much your ears stick out, etc doesn't determine how big a cock is. The "Race/Penis Size" topic has been discussed in depth on this site, but I just wanted to re-emphasize a couple of points.

To my group of friends (male and female), I'm over 9". This is where rumors have sized me at. However my ruler sizes me at 8.5" or so.

As offended as I am by racial comments, we should try to remember that there is a huge difference between "stupid" and "ignorant."
