Need Help With ID

I can't believe how long I've been a member here, and I've never actually posted anything...

Anyway, guys and gals, I need a hand with an ID.

This guys is so familiar - I know I've seen him somewhere, but I can't work out where. So if someone can give me a name or some direction, it would be greatly appreciated.
