Naughty, I have only a semi-answer to your question. How far will it go? As far as citizens allow it to go. What will it mean for the average citizen? The answers are far more frightening than you can possibly imagine. One question you left out, "what can the average citizen do to prevent it?" REFUSE! Write to your elected House and Senate officials and let them know this proposal is UNACCEPTABLE. Write to your state lawmakers and tell them it is UNACCEPTABLE, and you explicitly instruct them that your state will NOT cooperate with the federal government on this one. DO NOT allow anyone to fingerprint you for the purpose of obtaining an ID. We don't really have any control on whether or not this is done to visiting non-citizens, but as US and state citizens, we DO have control. We lose that control, however, when the general public behaves as sheep or lemmings, and just follow along.
I have already sent my letters. I got no reply on most of them, a couple of the replies were non-answers (poor confused congressional aides had no idea which form letter to return to me, I imagine) and only one actually responded. I continue to send letters until the addressee actually does send me a meaningful response. Unfortunately, I'm sure that less than 1% of the population has EVER written a letter to a Congressman or Senator. I sure wish more loyal, patriotic Americans would join me in refusing to allow our country to become another Third Reich.
