What an odd way of using subterfuge just evade being accosted, I mean, isn't that Japan? why doesn't she either just take karate or get some mace fer cryin' out loud?

The designer was making a point that, culturally, people (though perhaps I'd say women more specifically) are more apt to hide or avoid confrontation than to take on an accoster. It just sounds strange to us because we're more confrontational in the West.
