depends. apparently according to the organization that makes those ratings, brief nudity can still happen in a pg movie. a pg13 movie allows non sexual nudity. so if it was just him standing there without any clothes, a pg13 rating can still be given. however, if there's any sexual nature to the nudity, then the movie's rating gets upped to r
