noob please be gentle

I've just started pumping and have been following the advice given on the forum, however I'm not seeing the same results as others images show.
im not complaining about gains, just simply I'm struggling to get any benefit from pumping. I dont pack the tube which maybe was a measuing error on my part, but i dont seem to grow even at high pressures.
I've seen pics of people packing 3inch tubes but i barely get any bigger than fully errect.
Has anyone else experienced this? Is it just a case of sticking to it?

oh i should point out my tube is only 2 1/4 inchs diameter but was advertised as 2 and im 1 3/4

The cylinder size is an "inside" measurement....

yes thats where i measured it. i was expecting to fill it though and there is no visible difference when pumped to not?
