Conntom-- There are remote controlled safety valves-- cost about $500,000 per well. The technology wasn't in place. Why?

The government should act the same way it does when emergency services are called for individuals: fix the mess and present the client with a bill for services rendered. If they don't pay up, start freezing accounts and seizing assets.
I actually agree with you here. Don't see why they couldn't have surrounded the spill with Navy ships, connected by whatever specialized netting is used to contain spills. Logistically, it wouldnt have been too much of a problem.
This is an emergency and the federal and state governments need to mobilize and organize all the resources to mitigate the damage.
