There is this old movie that showed big dicked naked guys... it was about sadism by a politician or bishop or something like that, anyone know the name of it?

I think you mean a film called "Salo" (also called "120 Days of Sodom"). An Italian film (Pasolini?) that was banned in most English-speaking countries but still shows occasionally in Paris.

Be aware that numerous of the larger-dicked guys in the movie were wearing prosthetics. I think the torturer in this cap may be genuine, although I'm not certain:
