I know most people have had a cold sore at some point in their lives. Would/can you give oral if you've had one of these in the past?

Yes, you can give oral. Be very careful about it, though. Most of the advice I've heard (competent professionals) give regarding the matter is that you should absolutely avoid oral if you are breaking out or think you are going to break out.

I have heard mixed things regarding the likelihood of transmitting oral/genital herpes when there's no break-out. It is technically possible, but most of the professional sex educators I know slot that in the "low risk" category. Still, you should be fully transparent with your partners so they can take an informed risk.

Correct. it is still possible to shed herpes virus even if you don't have an "active" lesion, but risk of this is generally low. Good idea to let partners though, and doesn't hurt to wash up after.
