I think you're right. But I think it only closes for ejaculation (or just before). It then opens again but not instantly. It is the time immediately after cumming with the wood still going that seems the worst, for me anyway.

The internal urethral sphincter closes with your first contraction.
Actually the internal *and* external close at that point as your semen builds up. It is the point where you feel the contractions of orgasm but you are not yet ejaculating.
