I have just acquired a penis ring (not a cock ring).
This fits just behind the glans and sits comfortably when flaccid.
Mine is silver and 8mm wide. When erect it is a little constricting but still feels great.

After seeing that picture I am puzzled. An 8mm diameter ring seems small in comparison to a possible 35mm glans diameter of an average sized flaccid penis.
Is your ring attached to a piercing or is its diameter larger than what you posted originally?

8mm may be a reference to the thickness of the band itself rather than the diameter of the ring. This is my guess.
