Perhaps a good plan; but I believe the secret to wait until the voters “don't recall.” It is fine to break your promises; just do it at the beginning of your term so that by the time elections roll around you can give a .5% tax cut and pump a little money into health care promising to do more when re-elected (see above about broken promises.)(Any more "I don't recall"s and I'm going into politics.)
