I shave my balls all the time. Anything that makes that region more inviting for my wife is always a plus. In addition, I love to massage my balls when jerking off, and love the smooth feeling.

As for irritation, never had that problem. I always shave in the shower, and then use body moisturizer on the boys after toweling off.
