Never. PrEP is not 100%. it's a very good back up to safe behavior. That is all it is.

"Most HIV organizations today will advise you that PrEP if taken correctly in the form of a daily Truvada tablet, can reduce a person's risk of getting HIV by 90 percent or more. They will also caution users, particularly those at high risk, that the drug is not to be used in isolation but rather as part of an overall HIV prevention program (including condoms, limiting the number of sex partners, etc.)"

Truvada page only talks of 90% & 92% efficacy.
TRUVADA for PrEP® (Pre-Exposure Prophylaxis) | HCP

It does nothing to prevent STD's STI's.

I'll go with never unless it's 2 monogamous people who are only with each other & tested clean.

It doesn't protect against anything except for HIV. You can still pick up hepatitis, syphilis, herpes, etc. If I were on it, it might lower my trust/risk threshold for the point at which I'd be willing to have sex without a barrier with an acquaintance. But given my concern for trying to avoid the other infections, it wouldn't make me comfortable just casually having unprotected sex.
