Proposal 1 & 2 NYC

Does anyone know what these are? I've heard some people talking about them but I didn't get a chance to find out the details. I didn't bother going out to vote today but I could still go, I'm curious what these are first though in New York City. Google has failed me =/

There are two state-wide propositions. I don't see any for NYC in particular. Neither of our props are remotely interesting but involve changing the state constitution (which is a hideous mess) to permit a power line to take 6 acres of state forest in exchange for 10 acres of another forest. The other ballot allows prisoners to volunteer for non-profit organizations.

I voted yes for the first and no for the second.
