I’m new to trying anything public. That being said, I don’t really know how cruising works, is anyone welcome to cruise? Is there some sort of rule to follow?

I’ve seen a cruising post about a spot at a parking garage a while back and it said something along the lines that if you’re fat or older you’ll be asked to leave. Now I’m pretty young but I am fat/chunky idk how others see me.

Should I even try cruising?

Just remember that cruising cottages might be fun but if they are notorious they might well have a little "spy" recording the action.

Cruising is for anyone and no one can tell you that you are not welcome if it is a public place. Everyone is there for the same thing so enjoy. Just be careful and keep an eye on the surroundings and don't take to much stuff with you, when you have your pants down and someone is sucking you off, it's the ideal time for them to pickpocket. Keeping your stuff in one of those drawstring bags on your back is a good idea.
 
Even if you are not fit, not in your 20s, etc. You will not be "told to leave" and everyone is there looking for sex, and not everyone is everyone else's type.

Most queens ages 18-30 these days have no idea how to actually cruise and rely upon apps.

thats not exactly correct, I witnessed a older ugly guy being told "to leave" in a cruising place.

Did you see him acting obnoxious, trying to harass people or like basically he would not take no for an answer, or was it just some stuck up queen telling him to leave?
