I always thought that the official way to measure the penis, as used in medical surveys, was on the top with the ruler or tape measure pressed into the pubic bone.

This allows an accurate comparison of the actual penis length and not just the visible length which depends on the amount of fat in that area.(Fatter people can still use most of their hidden length since fat compresses)

There have been many threads about variations in measurements depending on excitement levels, diet etc. so I would think that most people state their maximum size.

I looked over that one. I think it's actually OK (though the measurement itself is of course a load of porn hooey). Lower res digital images can produce weird artifacts which sometimes don't make much sense or look "manipulated". That 11 at the end actually is a blurred 12. The line beside the 11 makes the second '1' look like a zero (making 11 look like 10). The shadowing under the thumb is making the graduations on the ruler look odd. Then on top of that, you've got the usual dick lens thing making the far end of the ruler look like the inches are getting smaller.
