WHY THINGS ARE GOING TO GET HARDER FOR CONGRESS, DACA AND SPENDING

After a three-day shutdown, Congress voted to reopen the government -- for now. But agreeing on a longer-term funding bill is not lawmakers’ only task in the weeks ahead. Lawmakers face a complex web of difficult, hot-button issues, and a very limited calendar in which to get them done. This is their to-do list. (Click here for an expanded version of this story.)

1. Fund the government again: By Feb. 8. The problem? Lawmakers are linking passage of the next spending bill to all of the issues listed below.

2. Immigration: By March 5. The Deferred Action for Childhood Arrivals (DACA) program, which protects young people brought to the United States illegally as children from deportation, ends March 5. A few competing bills have emerged in both the House and Senate this year, but now multiple groups of lawmakers are meeting to craft potential new deals.

3. Spending cuts: As soon as possible. Across-the-board spending cuts are due to kick in this year, meaning tens of billions less for the military and the rest of government. Many sources on Capitol Hill say the two sides have essentially agreed on the level of spending they want. But they will not pass that deal until everything else on this list, especially immigration, is resolved.

4. Disaster funding: As soon as possible. Puerto Rico, Texas and Florida but have been waiting for months for a larger funding package to help them recover from last summer’s storms. The House passed $81 billion in disaster aid in December, but it is waiting for the Senate to act.

5. Other issues: As soon as possible. States have been waiting since last summer for federal dollars to help fight the opioid epidemic. Meanwhile, federal funding for community health centers across the nation ran out September 30.

THE STRANGEST MOMENTS FROM A STRANGE SHUTDOWN WEEKEND

There was the two-hour midnight vote that led to a government shutdown. Then came the open, personal feud between a top Republican senator and one of the president’s top aides. There were beer runs in the U.S. Capitol and a speaking stick was passed around negotiations in one senator’s office. Here are the strangest things we at NewsHour noticed during several days of walking the halls and waiting for news at the Capitol this past weekend.

The shutdown actually had little effect through midday Monday. Museums remained open in Washington, D.C. And Monday morning rush hour was actually worse than usual as workers were told to come in and set up out-of-office procedures by 1 p.m. EST. (Though I did benefit from relaxed parking rules at the Capitol.)

Senate leaders didn’t talk to the press after they voted to end the shutdown Monday. Instead, it was a large group of senators not in leadership who brokered the final deal and held an impromptu and highly unusual gatheringoff the Senate floor immediately after the vote. Their spirits were high; at one point members of the group called out “New guy! new guy!” when freshman Sen. Doug Jones, D-Ala. began to speak.

The main sound on the Senate floor during the dramatic (and doomed) shutdown vote Friday: Sen. Ted Cruz, R-Texas, cracking jokes so funny that Sens. Tim Scott, R-S.C. and Jim Risch, R-Idaho, teared up and boomed with laughter. Meanwhile, no fewer than three other senators seemed to nod off at different points.

Sen. Lindsey Graham, R-S.C., was actually blocked from entering the Senate chamber, due to his weekend-wear: a Clemson baseball hat. (No hats are allowed in the chamber.) The senators’ fashion judgement in general during the weekend sparked an entire Wall Street Journal article.

President Donald Trump was not personally involved, something the White House says was a calculated strategy. But it was especially strange Friday night on the Senate floor, when Senate Majority Leader Mitch McConnell spoke about a press release from the White House press secretary, saying it was “presumably on behalf of the administration.” Usually the party’s leader in the Senate would know precisely, not presumably, where the White House stands.


THE DEMOCRATS WHO VOTED “NO” ON ENDING THE SHUTDOWN

The 81-18 Senate vote to reopen the government Monday revealed a telling -- if not all that surprising -- divide among Democratic senators.

While 33 Democrats joined Republicans in backing the three-week spending bill, 16 Democrats opposed the measure. And several of the Democrats who voted “no” have one thing in common: potential aspirations to run for president, according to early speculation about the likely 2020 Democratic primary field.

Many liberal groups saw the vote as a critical test of where Democrats stand on immigration -- a key issue for the party’s progressive base and one that will likely be front and center in the 2020 election.

Here’s the complete list, in alphabetical order, of the senators who voted against ending the shutdown, including the many Democrats who opposed the bill in large part because it didn't include protections for young undocumented immigrants. Members rumored to be considering a White House bid are in bold.
