Shlomi Eldar reports that the Israeli defense establishment was feeling “nervous” in advance of the "Great Return March" protest, including an unusual threat by the Israeli Coordinator of Government Activities in the Territories (COGAT) warning the owners of 20 Gaza bus companies that "you and your families will be held personally responsible" if their buses brought protesters to the border.

UN Secretary-General Antonio Guterres, the European Union and international human rights organizations have called for an independent investigation into violent clashes at the Gaza fence March 30, where as many as 30,000 Gaza residents demonstrated against the Israeli blockade. Fifteen Palestinians were killed and as many as 1,000 injured by the Israeli military. On March 31, the United States blocked a draft UN Security Council statementcalling for an investigation.

While Hamas and the Palestinian Authority have claimed that Israel responded with live ammunition against protesters who were not armed with anything more than stones and tires, the Israeli government has responded that its forces were hit by Molotov cocktails and that most of those killed or injured were linked to Hamas, which Israel considers a terrorist organization.

“Israeli soldiers did what was necessary,” Israeli Defense Minister Avigdor Liberman said April 1. He added, “I think all our soldiers deserve a medal. … As for a commission of inquiry — there won't be one."

Hamas had planned the Great Return March on March 31 as a show of both force and desperation in the context of a crisis in Palestinian leadership, and the alarming economic and humanitarian conditions in the Gaza Strip, as foreshadowed by Eldar’s column on March 29, as well as reporting by Al-Monitor’s Palestinian Pulse columnists, and a recent UN report.

The joint US-South Korea Foal Eagle and Key Resolve military exercises began on Sunday with nearly 300,000 South Korean military personnel and 11,500 US troops involved in a series of field drills and computer-based tabletop exercises.

In previous years, the commencement of Foal Eagle would have provoked a barrage of propaganda from Pyongyang decrying the drills as a prelude to an invasion of the North and the forerunner of a nuclear exchange.

Netanyahu scraps deal on residency for African migrants
Israeli Prime Minister Benjamin Netanyahu has canceled a deal that could have seen thousands of African migrants relocated to Europe and Canada. Under the agreement, thousands more migrants would stay in Israel.

Netanyahu said on Tuesday that he had met with Israeli residents in Tel Aviv and decided to cancel the agreement.

The Israeli prime minister, who suspended the deal on Monday, spoke to disgruntled Israelis living in and near "Little Africa" - the part of Tel Aviv that has attracted the largest migrant community in Israel.

The decision followed complaints from nationalist members of Netanyahu's government, who had said the deal was "bad for Israel."

"I have listened carefully to the many comments on the agreement. As a result, and after I again weighed the advantages and disadvantages, I decided to cancel the deal," a statement from the prime minister's office quoted Netanyahu as saying at the session.
