Prime Minister Benjamin Netanyahu is proud that no illegal immigrants have gained access to Israel via Egypt since his erection of a fence along the southern border. At a ceremony on Sept. 6 to mark the start of a new fence along Israel’s eastern border with Jordan, Netanyahu said, “This is a success that almost no Western country — and very few countries at all — has been able to achieve, but Israel has achieved it, and I am determined to continue this on Israel's other borders.” At the same event, Defense Minister Moshe Ya’alon added, “We can see the stream of refugees washing over Europe. We need to establish and maintain UN safe havens in Syria and Libya - and we need refugees to be accommodated in these with a view to returning to their homes when it is safe to do so.

If Germany wants 800,000 refugees and migrants this is primarily a matter for Germany. However they should be taken direct from the crisis area, rather than from those who trek across Europe, the idea being that the trek should be pointless. If Germany truly wants to stop the deaths in the Med and the horrors of the cross-Europe trek then Germany has to repatriate those who arrive in Germany and select the migrants direct from the crisis area.

Part of the process of tackling the present migrant crisis is to sort out an internationally-agreed definition of refugee.

In previous decades the designation "refugee" has usually been applied to individuals or small groups. The largest group decades age is the Ugandan Asians who were expelled from Uganda and were acknowledged as refugees. The UK took 27,200 which was seen as a phenomenal number.

Right now we seem very close to expanding the definition to anyone who lives in a nation with a nasty government. Germany seems to feel ALL Syrians are refugees simply because they are Syrians. However the definition which makes all Syrians refugees presumably makes all Eritreans refugees: indeed all Iraqis, Libyans, South Sudanese, Somalis, North Koreans, Nigerians; surely the definition which makes Syrians refugees makes the people of Nepal and Cambodia refugees; indeed doesn't it make the population of China eligible for refugee status?

In 1972 Uganda decided to expel ethnic Asians and gave them just 90 days to get out of the country or be persecuted. Most Ugandan Asians were from families who had been in Uganda for generations; they were Ugandans, but did not fit Idi Amin's required racial criteria. The largest number came to the UK; others went to Canada, India and elsewhere. Uganda's atrocities in the years following led to the murder of around 300,000 Ugandans from all sorts of minority racial groups (including those Asians who did not leave).

The UK's response to the crisis was far from perfect (for example there were objections by some people in the UK to the Ugandan Asians) but with the benefit of hind-sight wasn't bad either. In effect Britain took those who wanted to come to the UK or who couldn't find acceptance elsewhere. A lot of UK resources were put into the needs of these refugees. Integration of Ugandan Asians has generally been pretty good.

My point is that 27,200 was at the time seen as an enormous number, and there undoubtedly were special needs for this group for a couple of decades. This figure was for a long time seen as the maximum that the UK could handle. Now of course we are routinely handling far, far higher figures. There is a real risk that we're at and above the maximum. Polls show that a majority of people in the UK think Cameron's figure of 20,000 from Syria is too many. Maybe people are wrong, but it is hard for any government to stand against a majority.

I wonder what the laws of most nation states are in the area of defence of their borders? The UK doesn't really have a land border so our laws aren't a fair comparison (the border with Ireland is open). For example, if a thousand people pushed over the fence between Mexico and the USA and ran into the USA I wonder how the USA would respond. Would the USA see this as an incident requiring the police? US police do have guns - would they be instructed to put them down before approaching the migrants? Would the USA use the army? If so I feel sure the USA would instruct the army that all weapons must be left in barracks.

Hungary's response demonstrates just how open the border is at present. Until this law in effect no force could be used against those seeking to enter Hungary illegally.
