Rarity: Length / Girth

Frankly I think a true 9 incher measured along the top and not up the wannabees ass is very rare and there arent a lot of 6.5 inch circumferences either unless the tape is slack.
Drop down and I think the number of 8 inchers is higher as is the number of 6 inch circumferences. Some 8 " dont have 6" girths and some 7 inchers do so this combo togheter ups the odds.

You seem to be getting charts mixed up.
The Kinsey report report indicated average to be 6.2" length x 4.84" girth.
The problem with the Kinsey report is that it was self measured and almost all 3500 guys were white. So hardly a scientific or definitive study to use.

Of the roughly 4 dozen dicks I've had the pleasure of playing with over the course of my life I've only had 4 that didn't poke out over the top of my hand when held. I've also only had about 4 that poked out over two hands stacked (like on a baseball bat). My hand is 7.5 inches from the tip of my middle finger to the line on my wrist and most men I date are about an inch short of that.

Odd thing is that there have been 3 men during the last 3 years that I found out were Doms (dumped 'em all right then and there). But all three were small - like 4-5 inches. Makes me wonder.
