My skin gets really raw in the winter months. Mostly around my rib cage and a touch on my forehead. Anyone else go through this>?

Get yourself a non-greasy body lotion, one without the mineral oil or petroleum that put in the cheap brands (read the labels). Use it daily after showering over your entire body, with a little extra in those extra dry areas. You'll notice the difference in a couple weeks.

I don't really like raw skin.

Depending on the type I like it rubbed with oil and salt and roasted in a hot oven until it's really crispy and golden brown.

Have you tried using cocoa butter on your dry spots? While you're still damp from the shower put some on. Try it for a few days.

My lower legs get so bad I start itching and scratch and then bleed if I don't keep an eye on it. Use a ton of lotion in the winter months.
There is also a dry spot on the front part of my head, just above the forehead.
