You easily have that much blood. If you assume that the penis is void of anything but blood, you still have enough blood to make it erect. Though you probably wouldnt be very good in bed because it would be roughly the equivalent of donating blood... and I dont think many can be really good at being active after donating blood. However, the penis is not a blood pouch so you easily have enough blood even for a 12" penis.

Such a penis probably doesnt exist, but its possible.
