This is crazy. I've never, ever heard of this being a problem. I've masturbated 1 or 2 times every day since i was in my teens.

I'm 35 now, I have a decent head of hair, plenty of energy and am a well balanced individual.

Whenever I've heard of this becoming a problem, it's because the person needs to do it so much that it interferes with his life, work and relationships. Or, the guy starts getting sores from doing it like 7 times a day.

I'm still not sure I understand the need to reduce the amount of masturbation. Some keratinization of the penis is perfectly normal. But, if you're determined, I'd recommend one of the CB series of chastity devices and finding a key holder. There are several different sizes to think about based on your size and comfort needs. CB2000, CB3000, CB6000, CB Curve. If you cannot find a key holder, there are other ways to make getting at the key more difficult or time consuming.

I enjoy chastity for other reasons, so I have a little experience with it. A useful method I've used in the past is buying a 1 gallon plastic jug of milk, drinking the milk, cleaning the jug well, then suspending the key from a string until it hangs half way down into the jug, filling with water and freezing. It's easily accessible to you, but it takes a good amount of time to get to it, so you won't do it for a casual, passing urge to jerk off.

I was thinking maybe you do it because you are bored sometimes or you are used to doing something. You might think of picking up a habit like (sorry these sound a little gay) scrapbooking, knitting/crochet, woodworking, build some furniture maybe. Just keep your hands busy. If you need help with the yarn working stuff I can give you some help IM me.

I'm pretty sure that four times a day is well within a normal range for a healthy male. I think it's odd that people are making the link between substance addiction and what the OP is doing, for a start it doesn't seem to be actively interfering with his ability to function nor does it seem to be causing him any harm, beyond some loss of sensitivity and original condition of the penis.

There are people who have serious problems with extreme levels of masturbation, which genuinely does cause them a range of social and personal problems but that relly doesn't look like what's going on here.

Apart from offering advice on how the OP can increase sensitivity and improve the condition of his penis I don't see the benefit in trying to convince him that he has a serious addiction to masturbation rather than a perfectly normal habit which is common to almost all healthy adult human beings.

To the OP, Neem oil is extremely good for improving skin condition, as is Hemp oil, there are also proprietry blends of oils for improving skin condition which may well be of use to you in returning the skin of your glans to a more sensitive and softer condition. Just be sure to check on a less sensitive area of skin that you're not allergic to any of them.

Here's one example of a proprietry blend of oil used for all kind of skin conditions including scaring (keratinisation) - Bio Oil

exactly, itsnot a case of its causin a problem i just wish to reduce it for myself. I have done it up to 7 times a day but that is hwne i have been bored AND horny all day (usually after an ex had decided to tease me the day before and left me without release)
