HH, your doctor friend was 100% correct. When a circumcised guy's scrotum reaches anywhere near halfway up the shaft (often giving the appearance that the shaft skin itself is hairy), the cause is indeed that too much skin was removed by the cutter, leaving too little room for an erection to expand into. This is especially true with a larger penis. It is not a "medical condition" in the sense of disease or deformation.
