Being naked (partially, from a distance, with no clear shot of anything) is far different from masturbating outright on-screen and showing it. Lots of actors show their dicks who probably would draw the line at literally jerking off in a movie. And having a scene like that would change everything about the movie and its rating and distribution.

1) And maybe they decided Little Ashes didn't need an actual jerk-off scene in the middle of it? Maybe Robert was fine showing authenticity without showing the actual act.
